FEMA: Prueba de alerta de emergencia programada para el 4 de octubre
La Agencia Federal para el Manejo de Emergencias, en coordinación con la Comisión Federal de Comunicaciones, llevará a cabo una prueba a nivel nacional del Sistema de Alerta de Emergencia y del sistema de notificación de Alertas Inalámbricas de Emergencia el miércoles 4 de octubre.
La prueba nacional constará de dos partes, que probarán las capacidades WEA y EAS. Está previsto que ambas pruebas comiencen aproximadamente a las 1:20 p.m. el miércoles 4 de octubre.
La parte WEA de la prueba se dirigirá a todos los teléfonos móviles de los consumidores. El mensaje de prueba aparecerá en inglés o español, según la configuración de idioma del teléfono inalámbrico. La parte EAS de la prueba se enviará a radios y televisores.
El propósito de la prueba del 4 de octubre es garantizar que los sistemas sigan siendo medios eficaces para advertir al público sobre emergencias, particularmente aquellas a nivel nacional. En caso de que la prueba del 4 de octubre se posponga debido a condiciones climáticas severas generalizadas u otros eventos importantes, la fecha de prueba de respaldo es el 11 de octubre.
“Esta acción la está tomando el gobierno federal y no es una acción que esté tomando el condado de Escambia,” dijo el gerente de emergencias, Travis Tompkins. “Sin embargo, esta es una prueba muy necesaria de los Sistemas Federales de Alerta de Emergencia. Este sistema es utilizado por el Presidente de los Estados Unidos para enviar una comunicación a toda la población, si es necesario.”
Todos los teléfonos inalámbricos deberían recibir el mensaje sólo una vez. Se puede esperar lo siguiente de la prueba WEA a nivel nacional:
- A partir de aproximadamente la 1:20 p. m., las torres de telefonía celular transmitirán la prueba durante aproximadamente 30 minutos. Durante este tiempo, los teléfonos inalámbricos compatibles con WEA que estén encendidos, dentro del alcance de una torre celular activa y cuyo proveedor de servicios inalámbricos participe en WEA, deberían poder recibir el mensaje de prueba.
- Para los consumidores, el mensaje que aparece en sus teléfonos dirá: “ESTA ES UNA PRUEBA del Sistema Nacional Inalámbrico de Alerta de Emergencia. No es necesaria ninguna acción.”
- Los teléfonos con el menú principal configurado en español mostrarán: “ESTA ES UNA PRUEBA del Sistema Nacional de Alerta de Emergencia. No se necesita acción.”
Información importante sobre la prueba EAS:
- La parte EAS de la prueba está programada para durar aproximadamente un minuto y se llevará a cabo con la participación de emisoras de radio y televisión, sistemas de cable, proveedores de radio y televisión satelital y proveedores de video por cable.
- El mensaje de prueba será similar a los mensajes de prueba mensuales regulares de EAS con los que el público está familiarizado. Dirá: “Esta es una prueba a nivel nacional del Sistema de Alerta de Emergencia, emitido por la Agencia Federal para el Manejo de Emergencias, que cubre los Estados Unidos de 1:20 p.m. a 1:50 p.m., hora central. Esto es solo una prueba. No se requiere ninguna acción por parte del público.”
FEMA: Emergency Alert Test Scheduled Oct. 4
The Federal Emergency Management Agency, in coordination with the Federal Communications Commission, will conduct a nationwide test of the Emergency Alert System and the Wireless Emergency Alerts notification system on Wednesday, Oct. 4.
The national test will consist of two portions, testing WEA and EAS capabilities. Both tests are scheduled to begin at approximately 1:20 p.m. on Wednesday, Oct. 4.
The WEA portion of the test will be directed to all consumer cell phones. The test message will display in either English or Spanish, depending on the language settings of the wireless handset. The EAS portion of the test will be sent to radios and televisions.
The purpose of the Oct. 4 test is to ensure that the systems continue to be effective means of warning the public about emergencies, particularly those on the national level. In case the Oct. 4 test is postponed due to widespread severe weather or other significant events, the backup testing date is Oct. 11.
“This action is being undertaken by the Federal Government and is not an action being taken by Escambia County,” said Emergency Manager Travis Tompkins. “However, this is a very needed test of the Federal Emergency Alert Systems. This system is utilized by the President of the United States to send a communication to the entire population, if necessary.”
All wireless phones should receive the message only once. The following can be expected from the nationwide WEA test:
- Beginning at approximately 1:20 p.m., cell towers will broadcast the test for approximately 30 minutes. During this time, WEA-compatible wireless phones that are switched on, within range of an active cell tower, and whose wireless provider participates in WEA, should be capable of receiving the test message.
- For consumers, the message that appears on their phones will read: “THIS IS A TEST of the National Wireless Emergency Alert System. No action is needed.”
- Phones with the main menu set to Spanish will display: “ESTA ES UNA PRUEBA del Sistema Nacional de Alerta de Emergencia. No se necesita acción.”
Important information about the EAS test:
- The EAS portion of the test is scheduled to last approximately one minute and will be conducted with the participation of radio and television broadcasters, cable systems, satellite radio and television providers and wireline video providers.
- The test message will be similar to the regular monthly EAS test messages with which the public is familiar. It will state: “This is a nationwide test of the Emergency Alert System, issued by the Federal Emergency Management Agency, covering the United States from 1:20 p.m. to 1:50 p.m. central time. This is only a test. No action is required by the public.”
